Truth comes from God & men are obligated to accept it. If one does not accept the truth it does nothing to the candle, jusat that his candle remaind devoid of noor

Authorities will check why he wont pay chanda. If its just his whim, he most probably will be kicked out as good riddance.

The Beit form has preconditions - one of the precondition is to pay chanda in conformity to Quran to part with good portion in the name of God.

I have never encountered an Ahmadi in my HALQA to defy paying chanda
