Yes it is written after the senseless assassination of John Lennon (I don't use murder to describe his death, it was an assassination). It was written after Lennon's assassination and recorded in early 1981 and released that summer on Give the People What They Want in the US (its UK release was delayed until 1982). The song addresses his killer Mark David Chapman. This tune was always one of my favorites on the Give the People What They Wanted album.
@Bey0ndEpic I read an interview with Ray Davies in which he said it was inspired by the guy who shot the Pope. I think it was in Creem or Hit Parader magazine in 1981 or 1982. It's still in my basement somewhere. Dave Davies' "Unfinished Business" was inspired by Lennon's death.
