All the "Hell Lords" in Marvel Comics use the name Satan or Devil and name their realms Hell just to make humans fear them because that is what they believe in. It doesn't appear to be the same in the movie continuity, though. Mephisto IS the Devil in the Ghost Rider film who fell from Heaven after betraying God, Blackheart being his son. So in the movies they made it so Mephisto is the real Satan.
