Why didn't you use the same borad in the bottom. It would have saved you a lot of money.
Instead of all the pipes you could have used a board with the same cap as the one on top.
What about a butterfly nut to stop the top board from moving?

for the weights on the bottom you could have filled the bottom PVC pipes with sand (wrapped in small baggies) or something heavy. Id say cement but that would probably expand too much but something similar.
