I had to sing this song in high school with this little class band we put together for our music technology course. Our drummer didn't play nearly as good, but coming from experience, that last vocal bit at the end is extremely difficult. I had to practice and practice, but I was able to pull it off.

Yeah, he really fucks up that last bit, and if we're making comparisons to Pavement, he can't pull it off like Stephen Malkmus did. Completely different attitude. But really this is just one bad performance; I've seen the guy kill it in the other videos I watched. As for him not being a "phony, posing douche bag," I don't think we can pass judgment on his character based on his stage persona. honestly, chances are the guy's a total dick.

maybe that's the delivery that gets on everyone's nerve. it's just that off-key is associated with "bad singing" whereas singing on key is, i think, but a part of the total delivery (perfect pitch people maybe cannot tolerate it, but i generally don't care as long as the rhythm's alright and it's not too far off). he does sound like a goat a bit, though.
