As a black person, I seriously think we have more important things to worry about than the "n- word". The graduation rate for example, currently I believe it is in between 50-55%. The word should be at the addressed last. His efforts and resouces would be better spent on teaching the black community to value education and providing parents the tools to educate their children. This is extremely hard for this old man to believe these self-aggrandizing, childish acting, ridiculous sounding attempts to make a simple WORD illegal. The word nigger has many meanings to many people. There are many many other very common words, when spoken with certain voice tones and emphasis that will invoke extreme violence, even from one of the more successful people on earth. Some common ones, said wrongly, are equivalent to spitting in someone's face. Causing: Substantial provocation.

Followup to "JWTX: This is extremely" - Correct me if I'm wrong : If there is sufficient provocation, violence is acceptable; like someone spitting in another's face. This can Legally provoke violence.
The word nigger is NOT provocation, in itself. It is how it is spoken and when it's meaning is clearly derogatory

Followup to "JWTX: This is extremely" - If a friend, regardless of color, uses the word nigger in a greeting; The return greeting is usually some sort of newborn handshake, butt bumping, chest bumping, Hey Bro-ing or whatever AND THE FRIENDSHIP IS STRENGTHENED.

The words I hear constantly from young males (mostly blacks) is "Mother Fucker". To ME this is so vile a comment it should NEVER be uttered to another male, friend or enemy. I expect that if an individual who was called this could possibly kick the ass of the person who called him that he most certainly would do it. I will say that I would do my best to hurt someone very bad for calling me. I can live with the fact that it is still a violence provoking word and that is good enough for me.
