At that times, here in Southamerica, the use of real human bones were forbbiden in public acts, so that's the reason why KD used that plastic foot bones. After 1999, he brought here the classic cross made with real bones, I guess at that point he and the show promoters took a prudential time to get the legal permissions for its use.
