The tune seems to be an adapation of an Indian Hindustani Classical "raaga" (composition) for the Military Band. The band is the Army Head Quarters Band.
Got the name of the tune it is "Bhupaal". It is based on a Carnatic Music Raaga "Bhupaalam". This was composed by one of the best Indian Military Music composers Sri. L.B Gurung. The original tune is available at the Bharat Rakhak.com BAND STAND.
