No, "Frankie" was Culotta. Although Culotta did not have a part in killing Tony Spilottro like the one in the movie killed Santoro the parallel is there up until they raid The Gold Rush. The movie does not really show the nuts-and-bolts of how the Gold Rush crew was taken down. But when it was, Spilotttro wanted to kill Culottra and thus another gangster flipped.
I know that Frank Marino was based on Culotta. But Culotta himself also had a part in the movie - as 'Curly' the assasin with the, "Where your' goin' jagoff"
