actually your right,but it wasn't completely him alone,Sokolov was part of it.and Ocelot was the one who take those plans of it after Granin and Sokolov died and give it to... well i do not remember to which he gave it,but i think it was to the CIA or to be exactly to their team named Fox,and then it start it with the first one "metal gear Raxa"

His name is Granin. He is of course a smiling drunk dude. He is a happy drunk, and even lets spies in his office. He is involved because he designed Metal Gear. He is drunk because Volgin thought the Shagohod would be cheaper and able to be built in a shorter time, and so was one of the few people in the series that acutally turned down the Metal Gear. This made poor Granin depressed and that is why he is now a smiling drunk guy.

i like this cut scene in the game, because you can see lots of cool things if you press R1 e.g. the model of metal gear ray and the plans for metal gear rex, and some sort of gundam wing type model thigy lol
