the creator of sailor moon, Naoki takafuchi, orginally designed sailor moon with pink hair but then her editor or someone advised that she change it to blonde. so when she created chibi-usa (aka rini) she decided to use sailor moon's original design. i guess she really wanted a pink-haired character :P

The reason Chibiusa's hair is pink is NOT for stylistic purposes. Its supposed to represent her girly innocence while still being so mature at her age. Also with the fact that her full name is Usagi and that means rabbit in japanese. Her character colors are based on albino rabbits. The ears are pink on the inside, so therefore, the odango hair style she has represents bunny ears. Plus, her favorite colors are pink and red.
