I usually pick up swords and bows like that and then disenchant them to learn the spell. Very useful for enchanting cheap weapons and selling them for monies!

the scolls of blizzard, fire storm and lightning storm are scrolls of the master lvl destruction spells that you get from a quest. they dont hurt you btw

theres nothing wrong with your magicka.. you just don't have quick restoration armour on and you keep using it constantly healing your self when unnecessary
