@yj1992jeep Yes, it should. Also, it should stay depressed when you close off the vacuum input. Push it in, and seal off the nipple where the vacuum line goes with your thumb. It should hold the vacuum and not move until you release
Be very careful when undoing nut on EGR...mine was on a 87 astro, 4.3 and in order to take remove EGR, you have to remove fuel outlet line, and those 2 lines are extremely difficult to get back on...I stripped mine out and had to get new throttle body!

hey i have been a chevy mechanic for 22 years and i see you found half the problem they have , what will also happen is the egr port that goes thru the intake will be stopped up to and cause the light to come on.find a metal bendable coat hanger and carb cleaner and run it in and out thru the hole that goes thru the intake you will have to take egr back off to get to it.
I replaced my EGR Valve yesterday. With the short test run I took, it seemed to be better however the engine light came on again. Today I take it on a long drive and will get the codes pulled. I'll let you know what else we find, Like you I did find another vacumn leak. So far it runs and idles smoother with more power.
By the way, I disconnected the battery overnight (30 minutes is sufficient) to reset the computer. That should help in getting recent codes and up to date performance. I'll let you know what else I find.

my egr is still on the motor i took off the vacum line it takes lots of pressuer to get it to move is this right?

@Steeleydankid Yes, you are correct. EGR valves can be complicated on other vehicles. Lucky for me, it is really easy on this Chevy 350.
