What's missing is the context! In January 2006 Hamas won the elections, but the US and Israel didn't except the new Hamas lead government. In July 2007 the US and Israel attempted to overthrow the elected government in Gaza in a military coup, installing Fatah strongman Muhammad Dahlan. Despite being armed by Israel, Fatah failed and Hamas expelled it's leaders.
This clip was from a month after the event when the Hamas authorities were still afraid of a new rebellion.

Everyone deserves a right to live, but as we do in the US.. for everyone to be safe, we must get rid of those that threaten life.
