The name of the anime is 'Higarashi no naku koro ni,' literally 'When the cicadas cry,' which branches off into another series called 'Higarashi no naku koro ni kai,' or 'When the cicadas cry solutions.'

Though pretty violent and disturbing in many parts, its a really good anime overall. I'd say at least watch the first couple of episodes before making up your mind that its not worth looking at.
