The virus revived him, giving him inhuman eyes and powers, but he must control the virus within, or he would mutate into a monster.

I had always assumed that the virus he used on himself changed his bone structure and allowed his brain to think super fast giving him superhuman reflexes. Cause he can react fast like an animal and probably has animal instincts too.

@orichalcossaiyan I read on a wiki, the reason Wesker moves so fast is because the virus allows him to see the world in more than 10-100 frames per second, similar to birds of prey (ie. Raptors). The red eyes isn't really just for show, it helps alter his movement when he's adjusting the said frame he's moving.

Wesker had already trained his mind and body to perceive oncoming attacks and act accordingly due to his Martial Arts training and weapons training. If you notice, Wesker rarely dodges in place when dodging bullets. Normally, humans can see where a person is going to aim their weapon esp. at that range and Wesker just has the physical capabilities to move out the way in time
