@Shikamaru392 -- IGN did an interview with Mark Hamill in 2010. I don't think he said it outright, but I think Mark knows that he's been having trouble maintaining the Joker's voicework at his age. He *wanted* to retire the Joker with a bang -- which he figured was "Batman: Arkham Asylum". Apparently, the makers of the game convinced Mark to be the Joker for the upcoming "Batman: Arkham City". Mark Hamill intends for this performance to be "the last hurrah" as the voice of the Joker.

Ledger's laugh was at least 10x better because Hamill's laugh is much like an engine, whereas Ledger's laugh had complexity, something vaguely dark, not funny, whereas Hamill I suppose fits the comic book character better as he has this more ridiculous, giggling type of laughter.
