Biedrins is inside the the circle so he is actually lucky they didn't call him for a foul. Even if he were outside the circle when he turns his body he is giving up his defensive position and would be called for blocking. If he had jumped and was in a position for a blocked shot and Amare moved his arm then that would be a call on Amare.

Yes they were, because if the defender's hands are in a good place to block the attacker's ball without touhing the attacker's body, thats great defense. If the attacker can just use one hand to move one or both of the defender's hands out of the way so that he has an unfairly easy dunk/lay-up, then its unfair because the defender can't touch the attacker.
