Well the US, especially in the beginning didn't want to be implicated in helping the rebels so...they funneled the aid through Pakistan, who in turn passed it to the nuts, as opposed to the moderates. This was partially due to the ISI (Pakistani CIA) being dirty and due to Pakistan ambition in non seeing a stable Afghanistan to compete against.
