Itachi almost all the times has sharingan lvl 3.He activates his mankegyu only when he wants to fight for real(Itachi never fights for real only when he battles sasuke in shippuden because his powers are so huge that he can kill anyone).He doesn't keep mangekyu all the time...

For begginner thats pretty good! The eye lines are complicated to get just right, especially when your drawing just the eye. Alot of assholes will tell you that you suck, but I bet that they couldn't draw that good anyways. Also, you were nine. Thats pretty good!
