Not better than Jay Friedman or Frank Crisafulli or Edward Kleinhammer or, for that matter, Charles Vernon or Michael Mulcahy or Stephen Wilson; and I'm sure that even Mr. Chipurn would admit that.....
Tony made no solo records and had no over riding solos on record with the orchestra. Unless youve heard tony live or on "bootleg" record like I have then you are in no position to argue whos better than him. If you knew this subject throughly enough you would know that Tony was principal trombone on the CSO for 43 years, and that he earned the respect of many trombonists from around the country. An article was actually written about him in the ita after he retired in 2000.
That being said the people that you mentioned are amazing of course, some of the finest in the world. However Tony never got the recognition he deserved because of never moving on from Cincinnati. He was an extreme home body and prefered to stay in Cincinnati, however he could have easily been principal with any major symphony in the world. Trust me.

Tony Chipurn on principal trombone, my favorite orchestral trombonist, and the best orchestral trombonist.
