Dude that's horrible. You got lied to in the worst way. Someone's probably gonna get a personal visit. I know I would. I'm a police vet of Katrina so I can understand the headache. There is certainly no reason for them selling you that flood plain.
Careful walking around, sometimes the pressure in the sewer system can push up a manhole cover and you or those kids could fall into the sewer by accident.
before I started filming both the wife & I decided it was a high priority to video the entire event for insurance purposes. Of course these videos will also be brought before the city council as proof that they need to install storm drains for the entire neighborhood AND it will be used as proof against the prior seller who lied on the disclosure statement.
It's coming in off the street..the damn town/city should have some gulleys installed to remediate the runoff from their road. You have good documentary skills and appear to have a level head about it..that's half the battle right there..the town/city imo appears liable if it's an existing condition occurring over normal rain periods.

Call the insurance company and file the report. Everything is documented. Talk to the neighbors and find out if this has been an issue in the past for the previous owner. Drop the responsibility squarely at the feet of the realtor. Tell them you need a vacant home to live in while yours is being assessed.
Take a drive around and look for the least effected areas and tell them what you want. Don't ask.

yes it is and this was on the 25th of Aug.
Bad news is we just had another flood today (8-5-09) that was worse than the one in the vid.
