It's too bad you don't interface or even see Lanius Legate very much. His character (including his back story) has got to be one of the most badass, deep, and creepy in the Fallout Universe, if not the RPG universe. Like the Darth Vader of Fallout.

i' ve found the answer after thinking about Sheogorath. his Gate of Madness in the middle of the sea shouldn't be possible too, but then I read in a ingame book, that there are some permanent gates to Oblivion in Nirn, which are still opened after all. This Shadowsea is one of this permanent gates.;P

Oblivion was the only plane sealed because it was the only one threatening Nirn at the time. Again, I'm not completely sure on this, but that's what I got from the whole thing.

@Noise509 Easier explanation would be "Kaiser," the German word for emperor or ruler. Since Germany is a descendant of the Holy Roman Empire (noted to be the First Reich ), it shall keep Caesar in it's vocabulary, just spelled differently.
