Actually Woody, the Holo sight on the FAL raises it's minimum damage at long range from 35 to 40. With Stopping Power, this is a 2 hit kill at all ranges, but two kills at range without SP will take 80% health off. Close range it doesn't matter what tier 2 perk you have though.
