Evidence is produced (more than we're made aware of), and guilt or innocence is based off of the evidence presented. The legislative body doesn't have to let you present witnesses, nor evidence in your defense. This is the same as on the Federal level. But Nancy Pelosi, of course, took impeachment off the table - and America has suffered for it.
