The -insecure line is placed within the start up paremeters. Thats where you have the C:\SRCDS\srcds.exe -console -game cstrike +map... and more. Just place the -insecure command at the end of all that.

Just change YOUR ip to e.g. 192.168.0.1

and the ip of ur mate to 192.168.0.2 and so on...

Now just start a server were u can add bots ;) leave the bots out and start ! So for now he can join :P
