Because Bungie and the game and story board designers created a loophole in the HALO story concerning the Spartans thus allowing them to do as they see fit.
By the time of Halo 1 they had finished with the Spartan 3 project, so there were spartan 1's, 2's and 3's 20 years before halo 1. By the time of Halo 1, the Master Chief was the only Spartan 2 alive, im not entirly sure what happened to the Spartan 1's and 3's but Halo reach is supposed to be following the Spartan 3's so we will find out more sometime this year what happens to them in more detail. :D
OK, facts I'm sure of after reading all HALO books: There were 3 projects: ORION, Spartan 2, Spartan 3. ORION failed, it didn't create super-soldiers. SPARTAN 2 was a succes, linked with the MJOLNIR project. By the time of HALO 1, There were around a dozen SPARTAN 2s alive, almost all stranded on Reach (Fall of REACH, First strike). All the weapons are hitscan. The 50 isn't used for shooting infantry, it's an anti-material weapon, nobody respawns in real life, and if you get shot your body doesn't heal in 10 seconds. Games are supposed to be far from real life, that's why they're games. If they were as close to real life as possible wouldn't they just be real life?

Columns were advanced in the time of the Greeks. 1000 years from now, we won't think that stuff done today was at all that advanced. But yes, there has been a great deal of advancement in the last 60-70 years (especially with the advent of computers), from our point of view. I wasn't trying to contradict you.

Call of Duty 4 is nowhere near realistic.
All the weapons are hitscan. The 50 isn't used for shooting infantry, it's an anti-material weapon, nobody respawns in real life, and if you get shot your body doesn't heal in 10 seconds. Games are supposed to be far from real life, that's why they're games. If they were as close to real life as possible wouldn't they just be real life?
