Any legislation protecting us from hackers would likely prevent us from using the internet for anything but gathering information. Business and creativity would probably go away completely.

I do Comp Security work for a living, and a great way to learn easily about any of this stuff (in an interesting way as well) is to watch something like Hak5 (Youtube / Revision 3) or Infinity Exists (Youtube).

Plus, if you go with Hak5 the co-host Shannon is pretty much the hottest thing on the face of the planet.

Both of those shows are very easy to follow, provide all links and d-loads, and are easy to understand for even the most novice of users.
