Yes they do, sygo7g is correct, this is what happens for Film material. For video camera material the running time is the same because a different conversion process needs to be used.

Must have something to do with the conversion of NTSC to PAL. Although some converted programs keep their original speed and pitch.

It's not sped up on purpose, it's because America uses 29.97fps. Europe, most of Asia and Africa uses 25fps.
So when shows from the US are shown here, the programme time is shorter due to that.
