Actually, the song simply didn't fit on any of the albums at the time. I think specifically, Black Celebration. So it was released on a singles compilation instead.

yes, it is. but it is not a promotional video actually. it was filmed for some tv channel i suppose. just consider it like ETS on the top of the twin towers or NLMDA on a beach. something that doesn't need any plot, just singing. and rarity, of course.
