It depends. Technically, you could win a small, tactical nuclear conflict as opposed to a full-scale nuclear war. As stated previously, if North Korea were to use nuclear weapons on, say, South Korea, we could retaliate against North Korea by launching a few Trident II D5 SLBMs at their military installations, forcing their surrender. A terrible situation, but not as bad as a full-scale war with Russia or China.

With the loss of the Soviet Union and the redundancy of many of the alliances (SEATO etc.) I think that any nuclear conflict in the near future would be a limited-theater engagement (ie. Korea launches its one nuke and we retaliate).
