Try exploring the CD instead of trying to auto run it, i had the very same problem. just go into the CD file itself and it will have 2 setup files in there, i can't remember which one i used but.. one of them will work.
I have the be mouse too. i signed up for i-revo though am having major problems trying to get the new songs installed...BOOO KONAMI BOOOOOO!!! D: <
try to contact your reseller, that the CD don't work...
or more advice, you can download AppLocale (just try to search in Microsoft Site) and then run the installation using AppLocale...
If you lucky, well you can play it!
PS: make sure your computer Japanesse Language Unicode is installed on your system...
and don't forget to set your computer regional location to Japan...
more over, if that don't work, well... just reinstall your computer...

try switching your computer regional settings to Japan in control panel. Make sure you install the asian languages.

I was thinking of getting this thing mainly for other PC games like FPS and RTS games due to the extra 9 buttons. How well does it perform on those?

If you get it to work, you'll also have trouble downloading songs, because, apparently, you have to register in i-revo and PAY for more songs.
I hate you Konami. 8(
