blazer, thats because this is the arcade port. The NES version was made after the arcade one, and thats why the changes. This is the original, the NES did a crappy job of porting it over with the 2 extra garbage levels and Fly Baxter. The original was made before Baxter was a fly in the series.

This game is missing like two levels (a snow stage level and another one where it's like a rustic building), I have the original game for NES and I have beat it numerous times. Also, the stage where there's cars the boss is that fly guy and not bebop and rocksteady.
