This reminds me a lot of the beginning of the Taxi Driver theme, although much more optimistic and focused when compared to the especially dark theme of Travis Bickle. But the two share similarities. Former soldiers, and presumably veterans. Both embrace a job focusing on the night, both hope to stop the "scum", legally or illegally. And they're both a bit off in social situations, and both have their love for a blond woman screw them over. I think Hale had Herrmann as one of his influences. :P

I am no expert, but there are songs, similar to this in the same era ('70s West coast jazz, and Rockstar seem to be a big fan of the genre). Bernard Herrmann's "Taxi Driver (theme)" has often cited to have elements similar to this song: the snare drums and the woodwind section in particular.

Another song worth mentioning here would be David Axelrod and David McCallum's collaboration on the song "The Edge", which was famously sampled by Dr. Dr as the intro and riff to the track "The Next Episode"

There is something truly sad about this song that I can't put my finger on exactly. It's like someone with a strong head realizing his day isn't going to go well and at the end of the song, it succumbs into a bad day although he's trying to maintain his optimism. Sounds a little like how Phelps would feel. Either way, this is a SUPERB soundtrack.
