I love the scene where George is fighting with Rube about reaping the little girl. When she says "she's just a little girl... She can't die. It's cruel." I can't help but wonder if in a way she's also referring to herself, who died very very young.

Yes Rube was the one that gave the paper to that dude who took georgias soul, watch the last 3 episodes of season 2 and he will say it to her. he said " Yes iif i had known you were 18 and a good girl like you are i still would have given the paper to him"

Each reaper has a set amount of souls that they have to take. On the last reap, the person that died becomes the new reaper, and the previous reaper passes on.
