The throwing of baggage onto the conveyor is not that big issue here because, "usually and typically", considering human factors & allowances for fatigue and stress, the work delivery might somehow look like this. In the case of the video, even if the airport may be at fault, needless to say, it'd be the airline's responsibility in the end. After all, the passenger paid the airline, therefore their expectations are on the airline. So airline companies must be vigilant even with small things like this, wherever their operation may be.
