The Monroe Doctrine sounds more like a defense goal rather than an offensive strategy that "imperialism" connotes. Also, the fact that liberalism failed in Latin America does not necessarily mean that it failed because of liberalism rather than failures of its implementation. Chomsky avoid China and its adoption of liberalist mechanisms to be what it is today. The US does exploit other countries, though most of them are related to energy use. Latin America is actually accusedly "ignored"...

Asia, the exception, broke their rules and prospered .

The Doctrime aims to foreclose the possibility of European (Russian to be specific) intrusion in the continent. It was not to dominate Latin America. So, it was a defensive strategy with offensive elements. Deterrence is a well known objective of nations. If you were a leader of a nation and wanted to ensure security from a stranger, wouldn't you establish an area of influence to prevent invasion? Of course, the Doctrine walks over neighbors but given fair exchanges, it can work for both.

La verdad es que sin necesariamente jugar el rol de víctimas, los sudamericanos estamos demasiado ultrajados como para sencillamente pararnos después de años de esto y luchar contra un imperio que, como bien ejemplifica Chomsky en el video, viene debatiendo abiertamente sobre cómo extraer nuestros recursos de manera más eficiente.

Es fácil hablar de democracia cuando tu país no padeció gobiernos dictatoriales que secuestraban a los disidentes y desmantelaban lo poco que había en él de independencia económica. Gobiernos dictatoriales que, dicho sea de paso, fueron ideados e impulsados tu país.
