why is this a mystery? the documentary was made for TG4, an irish-language channel, so they asked the couriers to speak irish altho they are bilingual.
I don't think the CIA will teach foreign people what language they want to speak... it's maybe quite difficult to understand for a non european but here we have a lot of other languages than national ones which are still very spoken.
English is predominantly spoken, especially in everyday speech. But most people have a pretty good level of Irish too. The reason the couriers are speaking in Irish to the camera is because this documentary was made by an Irish language television station.

I was a bicycle/motorcycle courier in Dublin for 4 years in the mid/late 90's...fairly memorable time for me...never a dull moment!
