I frown on feeding wild animals, It interferes with nature even more, and it may cause the animals to rely on humans for food over time. This can lead to aggression when humans DON'T have food, and it can cause problems for mothers trying to raise their offspring. They won't teach the pup how to hunt, but how to beg, and when that happens, and less people feed the animals due to legal action taken against them, the pups, when grown, are sure to die from not being able to look out for themselves.

As of today it is, though I think they are looking in to changing that. Certainly the activity is encouraged in Oak Bay, the marina will sell you fish to feed the seals with.
