I don't think that's just a broken wing. If it was, it'd still be able to stand up. I breed pigeons & when they are unable to stand it's usually something serious; either it has a common neuropathic disease & will die regardless, or something is more physically wrong with it like a broken back. In any case, what is a person supposed to do? Stomp on it? Take it to the vet? It's a common street pigeon, most vets wouldn't care to help it & if they did, it would be very expensive. What would you do?

When you give a pigeon water he calms himself down and then has energy to restore himself. Just 7 days ago I found a very sick pigeon, I took him in and gave it some water and food. Pigeons are not flying rats: I did wildlife rehab for seven years and we did fecals/tests on all incoming birds, including pigeons. Of the hundreds we took in only five had coccidea and one pox. They are no more diseased than any other wild bird is. Disease only becomes a problem in large numbers or confined spaces. Again, true for any species.
