Togepi evolves by happines, not by level

@halobuilders1 well it evolves due to friendship. so make sure your togepi doent faint at all. and make sure when you get to goldenrod city, go to the national park and get the soothe bell. let togepi hold the soothe bell and if its happy enough, it should evolve around lvl 22,like mine did. if it ever fainted in previous battles, it will probably take longer than lvl 22
