  • I'm going to pull this completely out of my arse, but perhaps the low birth rates have to do with education levels. In the USA, the more education a person goes for, the less likely that person is to start working on a family. Thus, couples who have pursued higher education may have small families or no children at all. From experience, I know that many people, particularly women, are faced with a choice: keep going to school or settle down.

  • Getting an education is pricey and time consuming; as a Master's student myself, I know that having a child right now would be selling the both of us short. As (I believe) the number of people in Japan who are pursuing higher education is much higher than in the USA, perhaps the low birth rate has something to do with education level as well.
