Under each government building, theres jail runs by hire officer in the building for bribes or revenges. Its a territorial regime. In 1988 I visited the Yemen Embassy in the Saudi capital, Riyadh. I was surprised when I saw a jail inside the embassy & at least more than 10 people were inside detention.
