Well, it's probably really an error inside Max itself, because since this scene with this model I haven't run into another similiar bug. So my apologies heading towards renderhjs, it's not the plug-in problem. :-)
I (renderhjs, author of texTools) don't intercept any drag and moving stuff within the editor (can't do that, no access to that). But I recently had the same bug in the viewport of 3dsMax and I couldn't find out why - I restarted max and it worked again. So does this occur every time, or was it just that one time?

That happened to me too, but I have no plugins or scripts installed. It's a max probem.
As renderhjs said, restarting max should fix the problem.
