Yes it is Rafi Sahab acting as a fakir

There is also a song "Woh apni yaad dilane ko" in which Rafi Sahab appears in the song for 2 minutes or in the screen and sings as well.

Asim bhai had uploaded it earlier, and would request him to upload it again (I have a copy)
