@Odo55 It's actually quite simple. As in my case, someone posted the link guaranteeing a laugh. I click the link and watched the entire clip and found nothing funny about it. I then give it my thumbs down approval.

It may be a joke that you can only get if you watched the show or didn't completely hate the character that goes by Kramer.

If you disliked the clip wouldn't you exit out earlier and not bother to waste time rating a movie you don't like? I guess you like being a cynic that thinks it is cool to "vote down". It is okay if they didn't like it, but don't mention a reason that is not related to the actual content of the video as the primary factor.
