Boiling water can hold more dissolved solids than cold water, so when you add the borax to the boiling water, it becomes super saturated (it holds more borax that it could in it's natural state). As it cools, the water can't hold as much dissolved borax anymore, so it crystallizes on the pipe cleaner.

@ManicRaider I once made a copper sulfate crystal in school. Same method, dissolving it in hot water and wait for the crystal to grow. We used some hairspray and put a thin layer of it on the top so that air humidity has no chance to destroy the crystal. That should work here too. If handled with care it shouldn't brake.

I think it's just a reaction the pipe cleaner gets to the borax so by my calculations the pipe cleaner absorbs the borax, food coloring, and water!
