its not that u cant go more then 45 its that the scooter must be lower than 6 horse power and it must have red line after 45 on the speedometer

it must NOT have a redline. and the HP is about 2, because these engines get limited in the power. the speed limit for these scooters is 25 kmh. tuned they go up to 130 kmh
