Was that usually a small stream or creek ? We have something like that in a small town near Chicago called Riverside - it always floods over after a 10 inch or higher rain fall and it floods-out houses almost every other year.
For Google Maps fans - it's near the intersections of Ogden Ave. and Joliet Ave. - just north of Ogden about 1 block. Good fishing - bad flooding.
