Federation weapons qill be weaker, but most likely faster and more accurate. Starfleet Shields should be more powerful, too since Starfleet is more defensive. Overall my money will always be on Starfleet.

Yeh Barclay being Head Engineer works.. coz like in the last ep of voyager, Geordie has his own ship as he is trying to stop Old janeway from going back in time and tellin the young janeway to use the transwarp coil.... n u could tell barclay wanted to get back on the enterprise... oh the Gene Roddenberry days

I always felt that Barclay was underrated. He was never a heroic figure like Geordie (nor did he have special visor powers), but he did understand how the Enterprise worked and had his occasional flashes of brilliance.
